Three Russian members of the Joint U.S.-Russian Joint Commission on Prisoners of War/Missing in Action confer in Moscow. Approximately 9000 American soldiers and an estimated one million European and Asian soldiers were incarcerated in the USSR after various world and regional conflicts from 1918 through 1975. The Joint Commission was formed to learn the fate of these POWs
